An effort to reduce options for the future of the Emmaus water system stalled during Monday's Borough Council meeting.
Council previously voted not to sell its water system to a private water company or to Lehigh County Authority.
On Monday Susan Schmidt, who chairs its Water Committee, proposed three options:
Form a utility authority that would own or operate the system, or both.
Retain the water system but ''convey'' about 400 Emmaus water customers in Upper Milford, Lower Macungie and Salisbury townships to those municipalities.
Have Lehigh County Authority serve those 400 customers.
